According to the Ontario Ombudsman, St. Catharines City Council violated the Municipal Act when they conducted a closed session meeting over the summer.
The discussions they had on June 25th centred around a proposed Government Relations Advisor position.
Paul Dube says these talks did not fall under the labour relations or negotiation exceptions.
He has made a few recommendations; which include having all resolutions proceed in-camera while providing a general description of the issue and to keep complete record of all open and closed meetings.
