Three people have been arrested after a man swam across the Niagara River into the U.S.
Border officials found a life jacket and swim fins along the shoreline south of the Whirlpool Bridge on Tuesday.
Their investigation lead them to a suspected vehicle in a mall parking lot. That's where they arrested the alleged swimmer and two others.
The swimmer and another suspect are both from Spain. The third person arrested was an American.
