The Town of Fort Erie will consider hiring a consultant, to look into the cannabis industry and bring a study back to council.
They would also research specific planning policies for rural, agricultural and industrial lands.
Council voted against implementing an Interim Control By-law Monday night.
The final vote was 3-2 in the end.
Mayor Wayne Redekop and Councillor Marina Butler declared a conflict of interest at the start of the meeting, so they did not participate in the discussion or vote on the matter.
Council heard 13 delegations before voting, with people speaking for and against the by-law.
